Hopefully this is fairly straight forward.

I am looking to use CPS 4.5 Installation Manager; in doing so I wish to create a MST file (for MS Office 2003) to answer all options of the installation.

Any idea of where to find informaiton regarding this process?  If I am on the wrong path please advise.

Yes, you are on the right track. 

Just download Ork.exe from the following site and install it on any machine. Then open the "Custom Installation Wizard" and follow the screens to create your own mst.

Just remember to turn off the Office assistant when building the mst file.
